How Did Israel Become So Hostile to African Migrants

Whilst in Tel Aviv this summer my handbag was stolen. I remember all too well the gut-wrenching feeling of loss. The crime was committed by an African migrant. With no job, no home, no money, no food, confronted with absolute poverty he had little choice but to resort to crime.
13,683 people entered Israel illegally in 2010, 62% were Eritreans and 33% were Sudanese. African Refugee Development Centre (ARDC) estimates that there are 60,000 African migrants in Israel with more than 90% arriving before 2007. Despite being a signatory to the 1951 Refugee Convention, the Israeli government has not adopted asylum legislation and the asylum policies and procedures are unclear and arbitrary, according to the ARDC.
The Israeli government does not deport illegal migrants to their home countries where they would most likely be tortured and killed, nor does it grant them refugee status. Instead, migrants are left in a state of uncertainty, as they unable to work legally and do not have recourse to public funds.
Shortly after the theft, the police arrived at the scene. An officer turned to me and said, “Now do you see why we don’t want them?” The most problematic words the officer used were “we” and “them.” The officer’s statement represents a hierarchical dualism in which he sees himself as superior, and African migrants as inferior. The officer’s sweeping comment reaffirms that Israel has achieved its mission of disempowering and dehumanizing African migrants by engaging in processes of “othering”.
The government has used “othering” and the scapegoating of African migrants as a way of defining and securing the identity of Israel as a Jewish state. Earlier this year in May 2012, the Prime Minister Binyamin Netanyahu, publicly said “illegal infiltrators [were] flooding the country” and “this phenomenon is very grave and threatens the social fabric of society, our national security and our national identity”.
By whipping the public into a frenzy, the government concentrated the public’s attention on a perceived external threat – African migrants. In doing so they encouraged the nation to unite against a common enemy. As a result the draconian measures proposed by the government to eradicate African migrants were embraced by the nation.Such inflammatory statements from the leader of the country have created wide spread moral panic across Israel, with Israelis demonstrating against a powerless and illegal group of people. On 23 May 2012, around 1,000 demonstrators took to the streets and waved signs stating: “infiltrators, get out of our homes” and “our streets are no longer safe for our children.” To legitimize the publics’ outrange, Miri Regev, a member of the Israeli Likud MK political party said during the protests “the Sudanese are a cancer in our body”. Might Miri Regev’s words have helped stir the mob of Israelis that went on to physically attack Africans in South Tel Aviv?
One measure implemented by the government is the construction of a fence along the Egypt-Israel border to prevent migrants from entering Israel. Construction began in 2010 and finished this month. The fence runs for 165 miles and cost of 1.5 billion shekels (approximately 178 million pounds). In constructing another fence, the Israeli government has created a physical and symbolic division between ‘us and them’. Israel is slowly becoming a nation surrounded by fences and isolated from neighboring countries.
A second measure proposed by the government, is the construction of the world’s largest detention centre (concentration camp)in the Negev desert to hold up to 11,000 African migrants. Despite the economically fragile state of the Israeli economy, the government has pledged to spend £58 million on the centre. As outlined in a recent report, the centre will accommodate migrants, including women and children for up to three years before they are deported to their country of origin; those from “enemy” states, such as Sudan, who cannot be repatriated, could be detained indefinitely.
A further measure proposed by the  Israeli government is the deportation of thousands of migrants back to their home countries, despite concerns over the potential violation of human rights. Interior Minister Eli Yishai announced in late August that all Sudanese migrants have until mid-October to leave Israel, after which they will be arrested and detained. The government offered financial incentives to African migrants who left voluntarily. Meanwhile others were detained by police and removed by force. During the flux of deportation, the Interior Minister Eli Yishai affirmed the government’s draconian policy and said “we cannot allow ourselves to flood the country with infiltrators and migrants.”
On 3 October African migrants and Israeli human rights groups led by the Association for Civil Rights, petitioned a Jerusalem District Court to nullify Yishai’s decision to detain migrants in a detention centre and to deport them. Following their petition, Judge Nava Ben-Or granted an interim injunction on 11 October to prohibit Yishai from continuing with his barbaric plans until the court makes a final decision. Judge Nava Ben-Or gave the Interior Ministry two weeks to respond.
It seems to me there is a danger that the denigration of African migrants will become the basis for nation-affirmation. The process of othering is fragile as it must continually be fed by new “evidence” of the inferiority of the other – thus African migrants are at risk of being constantly degraded. It is alarming even to consider what might happen next.
The government fail to note that after spending a number of years in Israel, many migrants speak Hebrew, are employed; and their children, the next generation, attend schools along with Israeli nationals. They are (unofficially) part of the nation. Despite their attempts to integrate, Israel only recognised six refugees last year. Since Israel signed the Refugee Convention, only 170 people have been granted refugee status by Israel.
It might not be a viable option for Israel, a small economically fragile nation, to sustain such large numbers of dependents, but Israel must facilitate policy change. ASSAF’s, aid organization for refugees and asylum seekers in Israel, long-term goal is to facilitate the formal recognition and implementation of refugee rights and a fair asylum process. As a signatory of the Refugee Convention Israel must at least comply with its convention obligations.
It is surprising that a nation, founded as a refuge for survivors of the Holocaust, now persecutes others who’ve experienced great suffering, struggle and sacrifice, on the basis of their religion, ethnicity and nationality. Surely Israel has a responsibility to help those most in need?

Israel’s leaders have recently made hateful speeches against Africans
AFRICANGLOBE - Israel has struck a deal to expel thousands of African migrants to an unnamed African country in return for supplying it with military aid, the Yediot Aharonot newspaper said on Wednesday.
The paper said that, under an agreement in principle, the country will take 1,500-2,000 Eritreans currently in Israel in exchange for military, technological and agricultural aid.
On Monday, a high-ranking Israeli official told the Supreme Court an agreement was about to be reached with the country in question for the deportation of Eritrean immigrants.
While the country was not named, Yediot said the understandings were cobbled together by Prime Minister Benjamin Netanyahu’s special envoy, Haggai Hadas, after he visited a number of countries in the past two months, including Ghana, Ethiopia, Kenya, Malawi, Nigeria and Uganda.
Of some 60,000 African immigrants in Israel — more than half of whom are from Eritrea — around 2,000 are being held in a prison camp. They have applied for refugee status, but their requests have yet to be processed.
Rising anti-African sentiments exploded into violence last year when a Tel Aviv protest turned ugly. Jewish rioters smashed African-run shops and property, and there was a worrying number of attacks against innocent African.
In a bid to stop African migrants from entering Israel, the country has erected a barrier along its border with Egypt. Prime Minister Benjamin Netanyahu has crediting it for a dramatic fall in the numbers of people crossing from Egypt, with only two “infiltrators” entering this month.
Under Israeli law, asylum seekers can be detained for up to three years.

The deal to ship immigrants to a third country has prompted concern among rights groups, with the Association for Civil Rights in Israel saying their rights must be protected.
“In order to repatriate or resettle refugees or asylum seekers, there are certain standards that have to be met,” ACRI’s Marc Grey told reporters.
“They have to go voluntarily to a third country,” he stressed.
“And that third country needs to provide assurances they will get refugee status.”

We can continue to reap profits from the Blacks without the effort of physical slavery. Look at the current methods of containment that they use on themselves: IGNORANCE, GREED, and SELFISHNESS.
Their IGNORANCE is the primary weapon of containment. A great man once said, “The best way to hide something from Black people is to put it in a book.
We now live in the Information Age. They have gained the opportunity to read any book on any subject through the efforts of their fight for freedom, yet they refuse to read. There are numerous books readily available at Borders, Barnes & Noble, and Amazon. com, not to mention their own Black Bookstores that provide solid blueprints to reach economic equality photo (which should have been their fight all along), but few read consistently, if at all.
GREED is another powerful weapon of containment. Blacks, since the abolition of slavery, have had large amounts of money at their disposal. Last year they spent 10 billion dollars during Christmas, out of their 450 billion dollars in total yearly income (2.22%).
Any of us can use them as our target market, for any business venture we care to dream up, no matter how outlandish, they will buy into it. Being primarily a consumer people, they function totally by greed. They continually want more, with little thought for saving or investing.
They would rather buy some new sneakers than invest in starting a business. Some even neglect their children to have the latest Tommy or FUBU, and they still think that having a Mercedes, and a big house gives them “Status” or that they have achieved their Dream. They are fools! The vast majority of their people are still in poverty because their greed holds them back from collectively making better communities.
With the help of BET, and the rest of their Black media that often broadcasts destructive images into their own homes, we will continue to see huge profits like those of Tommy and Nike. (Tommy Hilfiger has even jeered them, saying he doesn’t want their money, and look at how the fools spend more with him than ever before!). They’ll continue to show off to each other while we build solid communities with the profits from our businesses that we market to them.
SELFISHNESS, ingrained in their minds through slavery, is one of the major ways we can continue to contain them. One of their own, Dubois said that there was an innate division in their culture.”Talented Tenth” he called it. He was correct in his deduction that there are segments of their culture that has achieved some “form” of success. However, that segment missed the fullness of his work. They didn’t read that the “Talented Tenth” was then responsible to aid The Non-Talented Ninety Percent in achieving a better life.
Instead, that segment has created another class, Buppie class that looks down on their people or aids them in a condescending manner. They will never achieve what we have. Their selfishness does not allow them to be able to work together on any project or endeavor of substance.
When they do get together, their selfishness lets their egos get in the way of their goal. Their so-called help organizations seem to only want to promote their name without making any real change in their community.
They are content to sit in conferences and conventions in our hotels, and talk about what they will do, while they award plaques to the best speakers, not to the best doers. Is there no end to their selfishness? They steadfastly refuse to see that TOGETHER EACH ACHIEVES MORE (TEAM)
They do not understand that they are no better than each other because of what they own , as a matter of fact, most of those Buppies are but one or two pay checks away from poverty. All of which is under the control of our pens in our offices and our rooms.
Yes, we will continue to contain them as long as they refuse to read, continue to buy anything they want, and keep thinking they are “helping” their communities by paying dues to organizations which do little other than hold lavish conventions in our hotels. By the way, don’t worry about any of them reading this letter, remember, ‘THEY DON’T READ!!!!

Meet the Man Responsible for Killing Nearly 10 Million Africans

When people talk about genocides and holocausts, they don’t usually talk much about people with dark skin.  Instead, they discuss the horrible things that happened to Jews during World War II, and other atrocities that have happened around the world.  When they discuss history in your child’s school, they don’t usually mention much of anything about Africa.  In the world in which your child is being taught, nearly everything decent, good and productive was done by a white man.
Well, one historical figure who has earned every bit of a Hitler-like status is King Leopold II of Belgium.  Leopold is largely considered responsible for the murders of between 8 and 10 million Africans during his occupation of the Congo between 1885 and 1908.  Liam Oceallaigh does a wonderful job of explaining Leopold’s “contributions” to history and why we are not likely to learn about him in school.  According to Ocealliagh:
Most of us – I don’t yet know an approximate percentage but I fear its extremely high – aren’t taught about him in school. We don’t hear about him in the media. He’s not part of the widely repeated narrative of oppression (which includes things like the Holocaust during World War II). He’s part of a long history of colonialism, imperialism, slavery and genocide in Africa that would clash with the social construction of the white supremacist narrative in our schools. It doesn’t fit neatly into a capitalist curriculum. Its bad to “say racist things” (sometimes), but quite fine not to talk about genocides in Africa perpetrated by European capitalist monarchs.
The deaths of Africans were facilitated by Leopold by whipping them for failing to meet production quotas, and some were worked to death while living in abysmal conditions.  Many died from disease and some died from famines that occurred as Leopold’s army took the food and destroyed entire villages.
Leopold profited handsomely from the resources in Africa, earning as much as $1.1 billion in today’s dollars during his lifetime.  He reportedly used the money to buy expensive gifts for his teenage mistress.
Leopold had hundreds of bodies dumped into rivers and lakes and kidnapped/murdered entire families.   They would present baskets full of severed hands to officers as evidence of how many people had been killed.   In other words, black people were considered to be less than human.
When we read about historical figures and incidents such as this one, we should be reminded of the dangers of allowing our childrens’ minds to be hijacked by an educational system that teaches them to forgive, forget and assimilate.  Even the most educated among us can be the most passive and ignorant, largely because much of our history was stolen and never shared.
One of the thoughts that came to mind when I spoke this week with educator Steve Perry and another friend, Jawanza Kunjufu, is the importance of all black families educating our children at home.   This may not mean taking your child out of the school system, but every child must be homeschooled on some level, so that they can learn the things that the school system will never teach.
Knowledge is power, and the digital age affords us an unprecedented opportunity to speak to one another without filters or racist gatekeepers seeking to manage and control our messages.  A new day is here in black America, and it’s time to celebrate that new day by learning to think for ourselves.
We must be sure to teach our children the truth.

AFRICANGLOBE – At last month’s African Union Heads of State Summit in Ethiopia, Ugandan President Yoweri Museveni alleged that Africans had stopped worshipping God, and instead they were worshipping the United States.
To an extent, he was right. But not in the sense of worshipping the way we do God.
That the US behaves like a god is common knowledge. I think we Africans give so much attention to what the US says that we forget what is important to us. That is why President Museveni thinks Africa is worshipping America.
But why should what the US thinks or wants be at the centre of our national issues? Why should President Barack Obama’s visit to Africa be so important that we have to debate for weeks why he has chosen to skip certain countries?
The only problem with President Museveni is preaching to Africa as if he is the model of good leadership — as if he is the king of the continent.
Egypt Should Stop Beating War Drums
Ethiopia has said nothing will prevent the Blue Nile hydropower project from being implemented, even as Egypt threatened to carry out certain “hostile activities” if the project is not stopped.
The 6,000-megawatt Grand Renaissance Dam was conceived by former prime Minister Meles Zenawi to make Ethiopia a functional industrial country. Power costs in the country are poised to go down drastically when the project is completed.
Kenya is about to start building power pylons to import power from Ethiopia to satisfy the high demand at home. It would probably back Ethiopia in the project, as would Rwanda, the source of the White Nile, and Uganda.
That the Democratic Republic of Congo is building another giant dam means Africa is going to be the world’s manufacturing hub in the future, as most countries will share cheap power and this will attract foreign investments.
It would, therefore, be prudent for Egypt to talk with all countries on the Nile Basin and come to an agreement, instead of beating the war drums.
Uganda Taxes Poor to Protect the Rich
GROWING UP in a coffee growing village in Uganda, one of my biggest days of the year would be Budget day, when I would sit surrounded by old men anxious to know the new price of coffee. And almost every financial year, there would be a price increment.
Fast forward to 2013. One of my grandpas was visiting the day Maria Kiwanuka read the budget. When grandpa learnt that there would be nothing about coffee, he strolled to his bedroom. No sooner had we started our analysis of Mrs Kiwanuka’s budget than Grandpa stormed the living room.
His Findings
While he was in his bedroom, he had watched the budget speech on the “home” channel, Tanzania’s ITV.
His findings were astounding. After watching the Tanzanian budget, he realised that while Uganda levied Ush200 on kerosene, for the sole purpose of preventing adulteration of diesel, Tanzania levied Tsh50 per litre of petrol to finance the Rural Electrification Agency.
Tanzania taxes the rich to offer services to the poor, while Uganda increases taxes on essential goods to protect the rich.
Grandpa further noticed that Tanzania has a Skills Development Levy for the youth, similar to Kenya’s National Industrial Training Authority levy, while Uganda has no specific budgetary provision for this.
Duty remissions
The Tanzanian minister, in his budget speech, cited 10 items that have been addressed by the amendment of the EAC Customs Management Act. Key among these are several duty remissions on raw materials for soap and plastics used in the production of gas energy.
Uganda’s minister hides these in a report before parliament. Why not lay them open so that wananchi can know what how they are affected by such remissions? Is the secrecy meant to serve a specific purpose?
